Pecota projection system of baseball?

Does anyone know why the name of Baseball Sytem Pecota Pecota projection after project law? I really need to know

I do not think it would be named after Bill Pecota. Pecota is actually an acronym, standing for the reader and empirical comparison algorithm optimization experiment.
